Adjusting Seating Depth -Ladder Tests

I’ve read a few people, once they find a load that works for them, they’ll begin to adjust the seating depth to find that sweet spot on their specific rifle.
My question is:
1. Is this worth the time and effort, are the results noticeable?
2. My understanding is that the seating adjustment is altered above, not below the COAL? Is that correct?
3. What’s the safest allowable depth you’d move above the COAL?
