Is how productive a bait is 100% tied to what the fish are feeding on/what is in the river or is it based on rarity/exotic appearance? I know smallmouth are sight feeding ambush predators but I’m not sure what exactly determines what type of fish they prefer to eat.

I have noticed that brown minnows, particularly stone rollers and daces seem to produce really well.

More depends on the time of year and their selection that naturally appears. If it looks familiar they’re more likely to bite.
