Its a plumb bob. You tie a string to it and hang it from something you want to find the exact point below, then mark it to drill or nail or what ever.

Presumably you could make a destructive device out of it.

It’s a target practice projectile from an M220 round. Not a plumb bob although it’s not inconceivable that it may have been used as one.
