Looks like a dummy. When I make dummies I sometimes fill them with cat litter or corse sand.

That doesn’t make much sense, as like you say the primer is struck and the projectile is also not crimped to the casing. Someone got a fired case and put a new projectile in it, should just pop out by hand. It’s a US 30x173mm PGU-15 TP cartridge for the GAU-8 on the A-10, fyi.
