    I would say centered on the upward sloping face just in front of the lip for the spray skirt.

    I have that same kayak. No advice on the rod holder. One tip though… I got some foam pipe insulation sleeves, drilled holes for zip ties and attached the pipe insulation around the edge of the cockpit. Not very pretty but it sure makes resting your legs against the edge more comfortable.
